Answer (1 of 4): No. Toners are tone on tone color meaning they are formulated for levels 7+. Most are formulated to work best on level 9+. The pigment content is not strong enough for orange which is about a level 5–6. You need a blue based color in a level 5–6 to neutralize at the proper pigmen
